I've been trying to upload my main website's template onto this one and it wasn't working for the longest time. Then I realized you need to at least add a post first before uploading a template.<br /><br />THEN you need to upload one of Blogger's templates. Just pick one randomly. After that you'll need to go back to the Template section, select Backup/Restore and upload an HTML file of your main page's HTML code. Then voila! It should work!
